Set the profiles of the below three to ‘None‘

设置以下三个配置文件为无

FND_VALIDATION_LEVEL
FND 验证层

FND_FUNCTION_VALIDATION_LEVEL
FND 功能验证层

FRAMEWORK_VALIDATION_LEVEL

结构验证层

metalink上面给的答复是：

The issue could be related to Roles being missed. Can you please perform the following steps :
1) Login with SYSADMIN user and click on User Management
2) Query for the User (who is getting this error shared in the screenshot)
3) Click on Assign Roles
4) Search for Role Learning Catalog Administrator
5) Enter some justification and click on Apply
6) Make sure that the Workflow Background process is been run so that the roles are effective.
7) Retest
